書き下ろし is something that hasn’t been previously published in a magazine or newspaper or whatever serialisation where the work first appeared – so effectively it’s something which was written specifically for this book. For example the last volume of the Haruhi light novels I read is three short stories, and the page at the back listing where they first appeared is:
The first one was initially published in an art book by the illustrator of the LNs, the second in a magazine, and the third is listed as 書き下ろし, meaning written for and first published in this book.

書き下ろし means 'newly commissioned [for this release] I think. I usually see it on additional manga included in a vol release but not in the singles (on SNS etc).
